Public trust is a form of public order. A strike from 7am on 17 Dec to 6:59am on 22 Dec does not appear overnight, it happens when last-minute talks fail. The BMA should show what emergency cover looks like; ministers should explain why an offer without a pay rise was expected to land. If neither side communicates plainly, the NHS takes the blame for choices made elsewhere.
