You cannot claim to restore order while rewriting sovereignty on the fly. Capturing Maduro may be argued as law enforcement, but administering Venezuela is a different act entirely, and allies will demand a legal basis. The longer "temporary" control drags on, the more it attracts insurgency, sanctions fights, and a refugee surge. Define the mission in plain terms and stick to it.
