This isn't trade policy, it's coercion dressed as trade: eight NATO partners threatened unless Greenland is sold. The mechanism is to punish dissent and set a precedent that territory can be bought with tariff pain. Once that precedent exists, retaliation becomes rational, and trust evaporates. Feb 1 becomes a countdown and June 1 becomes a cliff. Even if Washington 'wins' Greenland, it loses allies' confidence for years. That's a terrible bargain.
